The Executive Unit ESPA of the Ministry of Labour and Social Security (ED ESPA YEKA) has the main responsibility for designing and implementing Active Labour Market Policies (ALMPs) on projects and actions to reinforce the human resources of the country with upgraded and new skills, in order to respond to contemporary needs and challenges and to (re)integrate into the labour market in an inclusive manner and with equal opportunities for all.
 
Active Labour Market Policies (ALMPs)are one of the main policy tools at European Union level. They concern all actions aimed at activating and mobilising the unemployed, jobseekers, those facing barriers to accessing the labour market and those facing job precariousness.

The Executive Unit ESPA of the Ministry of Labour and Social Security during the Programming Period 2021-2027 on the basis of the:

Supports the Ministry of Labour and Social Security and its supervised bodies in the implementation of:
  • Systemic interventions to modernise and strengthen labour market institutions and services;
  • ALMPs with a view to increasing employment and employability of the unemployed and jobseekers and their integration into the labour market in quality and sustainable jobs, while combating unemployment especially of the young. 
  • Innovative actions to activate people economically inactive and socially vulnerable, in order to promote them to employment and improve their quality of life.
Pursuant to the Joint Ministerial Decree on the setting up and structuring of the Executive Unit ESPA of the Ministry of Labour and Social Security (ED ESPA YEKA), the  Executive Unit is designated as:
    • Beneficiary of co-financed projects/actions/programs funded by the EU and other international organisations, the European Globalisation Fund (EGF), the EEA FM, the ESI Funds and/or other EU Transnational Programmes.
    • Intermediate Body to act as Managing Authority for the management of ESPA actions for the 2021-2027 ESPA Sectoral and/or Regional Programmes
    • National Coordinating Authority-Managing Authority for actions co-financed by the European Globalisation Fund (EGF)
    • Program Manager designated by the Greek authorities for programs funded by the EU and other international organisations, and/or the EEA FM.

ESPA 2021 - 2027

Actions promoting employment are implemented through integrated interventions (counselling, training with certification) as a key active employment policy and focus on upskilling/reskilling in line with labour market needs based on the Mechanism of Labour Market Diagnosis in emerging growth and innovation sectors with high added value. They are addressed mainly to the unemployed population of the country and to more vulnerable groups with the aim of:
• Promoting the unemployed and jobseekers into employment
• Integrating them into the labour market in quality and sustainable jobs
• Reducing unemployment, especially for young people
• Creating equal opportunities for all
• Ensuring Social Cohesion
 
Additionally, the Executive Unit ESPA of the Ministry of Labour and Social Security develops social innovation actions. In this context, ALMA (Aim, Learn, Master, Achieve), a new initiative of the European Union, aims to support young people not in employment, education or training (NEETs) through cross-border mobility with a focus on the most vulnerable groups. The aim of the programme is to provide vulnerable young NEETs with the incentives and skills for new employment, education and training opportunities by enhancing their skills, knowledge and work experience in order to promote active inclusion and employment.
